What are County Disability Services?
County Disability services offer two different programs:
- Community First Services and Supports/ CFSS (Formerly known as Personal Care Attendant or PCA)
- Disability Waiver programs
Each program has different criteria in order to qualify, but they both include receiving Medical Assistance and a MnCHOICES assessment. CFSS can include paid caregiving hours (parents, family, friends, etc.), alternative community based activities, and equipment and supplies, depending on funding.
There are several types of waivers, including:
- Community Access and Disability Inclusion (CADI) waiver
- Developmental Disabilities (DD) waiver
- Elderly Waiver (EW)
- Brain Injury (BI) waiver
- Community Alternative Care (CAC) waiver.
To obtain a waiver individuals must also be certified disabled by either the Minnesota Department of Human Services State Medical Review Team (SMRT) or by the Social Security Administration through the Social Security Disability process.
All waivers can provide case management and “waiver dollars” to help pay for 1:1 support hours, sensory items, communication devices, medical equipment not covered by insurance, home modifications, respite care, specialized day programming, etc. to assist with caring and maintaining independence for children and adults with disabilities within their home.
